RAPID (Revitalising Areas by Planning, Investment Programme) is a focused Government initiative to target the 46 most disadvantaged urban areas in the country. This aims to ensure that priority attention is given to tackle the spatial concentration of poverty and social exclusion within these areas,   the initiative also requires Government Departments and State Agencies to bring about better co-ordination and closer integration in the delivery of their services. Tralee was designated as a priority area for the investment of Government resources in 2002 and an action plan for the development of new initiatives, investment and improved co-ordination between national and local agencies and communities was prepared and implemented under the direction of local Area Implementation Teams (AITs).

The RAPID Programme nationally is now focusing all work around seven strategic themes:  health, family support, community safety, physical environment, youth, education and training, and employment.  Locally, the Tralee Area Implementation Team, who met monthly during the 2010 year have implemented action plans in all areas through sub-groups.

The Tralee RAPID Programme received a Community Support Budget of €7,000 from the Department of Community Rural and Gaeltacht Affairs in respect of community support, training, volunteer groups, etc.  In addition, a sum of €110,000 was received from dormant accounts and was allocated to local community and voluntary groups by way of contributions towards equipment, materials, etc.


The Tralee RAPID programme progressed in the following areas in 2010:


  • Deciding Your Future course completed for 18-25 years and allocation of funding for a second course agreed with FAS.
  • Mentoring and tracking of RAPID participants in courses and training programmes
  • Elected youth representatives in the communities and RAPID is now represented on Comhairle nOg in Kerry by a young woman.
  • Estate Management and Community Safety Teams continue to meet regularly in RAPID estates and address community issues
  • Two editions of the RAPID Review published through volunteer reporters
  • Community Policing model has been expanded to the town based on success of RAPID process.
  • Tralee Town Council worked with the EMCS teams to prioritise maintenance, refurbishment and other environment works in all areas



Community representative and members of EMCS team presented at national conference on regeneration in June 2010 and have travelled to many towns to meet with other Residents’ Associations, etc. Rahoonane Community Centre employed a coordinator to ensure the facility can sustain community activities through its own income.


Spa Road/Balloonagh

Two new community representatives elected New Resident’s Association formed Estate Management Community Safety Team supported to Balloonagh FC in submitting plans for a changing facility in the area through community process


Mitchel’s Boherbee Community Regeneration Area (formerly Mitchel’s Crescent)

Minister of State Mary White visited the Community Horse Project stables in order to research successful initiatives that could be replicated nationally. The MY Garda Diversion Project moved into their new facility in St. Patrick’s Bungalows Women’s Health & Sport programme completed and new programme planned Tralee Town Council began work on a number of building projects in the area
