Normal Improvement Works
A sum of €10,029,000 has been provided for improvement works on the National Secondary Network as follows:

The allocation for pavement overlay works will be spent at locations prioritized following technical evaluation of the I.R.I. survey carried out in 2006 by the National Roads Authority. Details are presented in Table 2. Minor widening will be carried out where feasible as part of the pavement strengthening works. A sum of €40,000 is also provided to cover 2006 retentions.
Realignment Works
There are two very significant re-alignment proposals to be funded in 2007.
- Leith Cross Realignment (N69) - €1,900,000
This land required for this project was purchased by Kerry County Council over 20 years ago.
- Kells Realignment (N70) - €1,150,000
Lands were purchased and works commenced in 2006.
These schemes were identified for funding as part of the Government’s Transport Programme “Transport 21” objective for the improvement of Strategic National Routes mainly on the basis that lands required were in the ownership of Kerry County Council.
Bridge Replacement Programme
A total allocation of €1,150,000 has been provided this year towards the improvement of Bridges on the National Secondary Network. This is an increase of €133,000 on the 2006 allocation.
Within this allocation a sum of €800,000 has been provided for the widening of a number of bridges on the National Secondary Network including bridges at Leith, Derrymore, Annascaul, Killelton and Lispole.
An allocation of €150,000 is for the completion of works to Tahilla and Releagh Bridges.
There is also a sum of €200,000 provided for work on Listowel Bridge details of which are not yet available.
Maintenance
In relation to normal maintenance of the 336 km of National Secondary Pavements a
sum of €1,745,460 is available (including surface dressing), which is a reduction of €161,530 (8.5%) on the 2005
allocation.
This is an allocation of €5,195 per km. It is estimated that the sum required to
execute a satisfactory and adequate maintenance programme on the National
Secondary network is €11,000 per km.
While the increased allocation for the strengthening and improvement of the National Secondary network will help to redress the level of deterioration, the
inadequate maintenance allocation is regretted. As with the decreased National Primary Maintenance Allocation, the downward trend in the National Secondary Maintenance allocation to less than half what is required is a serious cause for concern.
The surface dressing allocation will be spent at specific locations taking into account the 2005 scrim results.
