Designated Public Officials - Lobbying Act 2015

The Regulation of Lobbying Act 2015 was signed into law on Wednesday 11th March 2015. The Act commenced on 1st September 2015.

The purpose of the Act is to provide for a web-based Register of Lobbying to make information available to the public on the identity of those communicating with designated public officials on specific policy, legislative matters or prospective decisions. Put simply, it is designed to provide information to the public about who is lobbying, who they are lobbying and about what.

Section 6(4) of the Lobbying Act requires Kerry County Council to publish a list showing the name, role and responsibilities of each “designated public official” of the body. The purpose of the list is:

  • To allow members of the public identify those persons who are designated public officials; and
  • As a resource for lobbyists filing a return to the register who may need to source a designated public official’s details.

Designated Public Officials include the Chief Executive of a Local Authority, Director of Services and Head of Finance. As a result, Kerry County Council’s Senior Management Team and the Elected Members of Kerry County Council are Designated Public Officials.
