Rental Accommodation Scheme
The Rental Accommodation Scheme (RAS) was established in 2004 with the dual purpose of eliminating long-term dependence of tenants on Rent Supplement in the private rented sector and enhancing local authority response to long-term housing need. The core objectives of RAS include, inter alia, the provision of an additional source of good quality rented accommodation, the elimination of poverty traps (by allowing tenants to enter full-time work) and greater housing security for persons with a long-term housing need as well as contributing to the attainment of better value for money for the State in the provision of long-term accommodation solutions. RAS provides a structured, accommodation-based approach to the use of the private rented sector to meet needs of households qualified for social housing supports. It also can be used to accommodate households who are not presently on Rent Supplement, but whose circumstances warrant special consideration, for example applicants who are homeless, at risk of being homeless or victims of domestic violence.
