In November 2025, the Government committed to support Survivors of Industrial and Reformatory Schools (Survivors) with measures to assist them in accessing social housing.

Specifically, local authorities were requested to consider the social housing needs of Survivors who are on or eligible for inclusion on the social housing waiting list on compassionate grounds within the provisions of social housing allocation schemes and to identify dedicated housing liaison officers within their teams to act as a point of contact for these Survivors. It is important to note that the role of the liaison officer does not include any decision-making function in relation to any services accessed.

In this regard, the purpose of the role of the liaison officer is to by provide support to these Survivors, i.e. information, guidance, signposting, and assistance on how to access local authority housing services.
