Reval 2023

Revaluation (REVAL) 2023 is a national programme being rolled out by the Valuation Division of Tailte Éireann (formerly The Valuation Office) aimed at ensuring that the rateable valuation of all commercial and industrial property in Ireland reflects the current business environment.

After revaluation there will be a closer and more uniform relationship between the annual rental values of commercial properties and their commercial rates liability.

Who will carry out REVAL 2023?

The Valuation Division of Tailte Éireann is responsible for REVAL 2023. Tailte Éireann replaced The Valuation Division in 2023 and is Ireland’s State property valuation organisation. The Valuation Division provides ratepayers and local authorities with accurate, up-to-date valuations of commercial and industrial properties. Local authorities calculate commercial rates based on the valuations provided by the Valuation Division.

Valuation Order

On 2nd September 2022, the Commissioner of Valuation, with the consent of the Minister for Housing, Local Government and Heritage, revoked existing Valuation Orders for the revaluation of commercial and industrial properties in Clare, Donegal, Dún Laoghaire-Rathdown, Galway, Kerry and Mayo County Council and Galway City County rating authority areas.

Following the completion of a statutory consultation process the Commissioner of Valuation, the Minister for Housing, Local Government and Heritage and the relevant local authorities, the Commissioner has made new Valuation Orders for these rating authority areas.

Proposed Valuation Certificates

On 23rd September 2022, Proposed Valuation Certificates were issued to approximately 90% of Kerry County Council ratepayers.

The remaining Proposed Valuation Certificates were issued in tranches between 23rd February and 25th May 2023.

Final Valuation Certificates

The revaluation of all commercial and industrial properties in the rating authority of Kerry has now reached the final stage where Final Valuation Certificates will be issued on 15th September 2023 and will take effect from 1st January 2024.

A sample of the Valuation Certificate, Explanatory Letter and Information Leaflet which will be issued to all relevant rateable properties is attached below.

The valuation on these Certificates is not the customer’s rates liability. The commercial rates payable in any year are calculated by multiplying the Valuation of the property (set by the Valuation Division) by the Annual Rate on Valuation (ARV) (set by the Local Authority). The ARV will be set by the Elected Members at the Budget Meeting in November 2023.

 

The commercial rates payable in any year is calculated by multiplying the Valuation (NAV) of the property which is set out by Tailte Éireann by the Annual Rate on Valuation (ARV) which is adopted by the Local Authority.

Your rates liability for 2024 will be calculated by multiplying the Valuation (NAV) of the property, set by the Valuation Office, by the Annual Rate on Valuation (ARV) of 0.245 which was adopted by Kerry Council at their 2024 Budget meeting held on the 27th of November 2023.

Walk-in Clinics

The walk-in clinics will provide rateable occupiers the opportunity to discuss their valuation with valuers from Tailte Éireann’s valuation team. The walk-in clinics will take place from Monday 2nd to Friday 6th October 2023 (inclusive). Ratepayers must bring their Valuation Certificates with them to the walk-in clinics.

Appeals to Valuation Tribunal

If ratepayers are dissatisfied with any of the details provided in their Valuation Certificate, they have a right of appeal to the Valuation Tribunal, an independent body established to determine such appeals. The final date for appeals to the Valuation Tribunal is 19th October 2023 – see www.valuationtribunal.ie for full details.

An appeal fee must be paid to the Valuation Tribunal with each appeal made.

Appeal Fee per Valuation of property:

  • Not exceeding €20,000 – €95
  • Exceeding €20,000 and not exceeding €50,000 – €125
  • Exceeding €50,000 and not exceeding €250,000 – €300
  • Exceeding €20,000 – €500

REVAL – Timeline

2022

  • Valuation Order was signed, and the Valuation Division sent out Information Forms.
  • The Valuation Division issued Section 45 Notices to certain categories of properties.
  • The Valuation Division analysed information submitted.
  • The Valuation Division issued Proposed Valuation Certificates (PVCs)

2023

September – Final Valuation Certificates

  • The Valuation Division issued Final Valuation Certificates to rated occupiers of commercial and industrial properties on 15th September 2023.
  • The Final Valuation Certificate will be the basis for the commercial rates that will be levied on a property by the local authority from 2024 onwards.
  • If ratepayers submitted representations against their proposed Certificate, the consideration of representation reports are now available on request from the Valuation Division.

Publication of Valuation Lists

The Valuation Division will publish the valuation lists on 22nd September 2023.

October – Walk-in Clinics

The walk-in clinics will take place from Monday 2nd to Friday 6th October 2023 (both dates inclusive). Ratepayers must bring their Certificates with them to the walk-in clinics.

Appeals to Valuation Tribunal

The final date for appeals to the Valuation Tribunal is 19th October 2023.

2024

New valuations will be the basis for commercial rates from 1st January 2024.

Your actual rates liability for 2024  will be  calculated by multiplying the Valuation of the property, set by the Valuation Office, by the Annual Rate on Valuation (ARV) which will be set by your Local Authority in Quarter 4 2023.
