What is Choice Base Letting (CBL)?
CBL is an online system that allows applicants on the housing waiting list to express an interest in certain dwellings due for letting in County Kerry. CBL acts as an extra filter in the Allocations process by considering only those applicants who express an interest in particular dwellings. It offers involvement for housing / transfer applicants in selecting their new home. Applicants act on their own initiative to respond and bid on advertised dwellings which they would like to live in. Applicants may express an interest in dwellings outside of their specified areas of choice.

It should be noted that dwellings may not be displayed every week, and this is dependent on availability. Therefore, applicants should check CBL regularly for updates.

All offers are subject to normal housing allocation procedures i.e your waiting time on Kerry County Councils list, your family size, good estate management, Garda Clearance and possible interview in accordance with the Councils Allocation Scheme. In addition to this, transfer applicants must meet the current criteria for a transfer e.g, up-to-date rent account.

Kerry County Council shall review the Social Housing Assessment carried out in respect of that household and make a fresh determination of the households qualification for Social Housing Support.

What types of dwellings are advertised on CBL?
Initially only a small number of dwellings will be advertised as part of the rollout and over the coming months the scheme will be extended to include the majority of available dwellings.

Both local authority and Approved Housing Body (AHB) dwellings will be advertised on CBL. Applicants may be considered for housing outside of the CBL process if they are in a Disability Category, in a rightsizing category, Traveller specific accommodation or in an Emergency and Homeless category. Applicants, who fall within these categories and who have been deemed eligible for a transfer may also be considered for housing outside of the CBL process. Dwellings of this nature will be allocated separately to applicants that are suited to these types of dwellings.

You will only be able to view dwellings that match your approved housing need i.e. the number of bedrooms that applicants are approved for.

How can I access CBL?
Once you have been qualified for social housing support, you will be issued a letter containing a Username and Password, along with information on how to access and use the website. There is a also a Short User Guide on the website to explain how to log in and make an expression of interest.

You can access the CBL system through the internet on cbl.kerrycoco.ie.

When are dwellings advertised?
We will advertise available Choice Based Letting dwellings on a weekly basis each Thursday 00:00AM to Wednesday 11:59PM. The onus is on you, as a housing applicant, to log in each week to check the dwellings that are available that week. Those wishing to place an expression of interest, must do so before midnight on Wednesday. Late expressions of interest will not be accepted.

The Council will only contact successful applicants.

What happens if I refuse an offer of a dwelling I expressed an interest in?
Should you refuse an offer of a dwelling that you expressed an interest in, you will not be entitled to make further expressions of interest on further CBL dwellings for a period of one year.
